THEREFORE BE IT RESOLVED, the United Master Executive Council directs the United Master Executive Council President to continue to prepare our Union for any and all contingencies related to our Section 6 Negotiations including the establishment of a “United Master Executive Council Whatever it Takes! Strike Fund” (“Strike Fund”).

This Strike Fund shall be established in accordance with our Constitution and Bylaws and the accounting and administration of the Strike Fund shall be by the United Master Executive Council Secretary Treasurer with the assistance of the International Secretary Treasurer at the direction of the United Master Executive Council President in accordance with all established

BE IT FURTHER RESOLVED, this Strike Fund shall remain in place for perpetuity. All money collected and not used will remain in the Strike Fund and shall be maintained in an interest bearing investment account. This investment account shall conform with our Ethical Investment Policy as delineated in Section 4.L. of our Constitution and Bylaws.

BE IT FURTHER RESOLVED, the United Master Executive Council directs the United Master Executive Council President to inform the International Secretary Treasurer of the Union to conduct a ballot of the Membership on raising the Dues for the purpose of funding the Strike Fund. Funding via this Dues increase shall cease upon the ratification of a new Collective Bargaining Agreement.

This “Strike Fund Referendum” shall be conducted in accordance with Article XI.A.4. of our Constitution and Bylaws requiring a two-thirds (2/3) majority of the valid ballots cast to increase the Dues to three dollars and seventy-five cents ($3.75) per month for the specific purpose of providing funding for the duration of our current Negotiations until such time a new Collective Bargaining Agreement is ratified.

BE IT FURTHER RESOLVED, that subject to the results of the Strike Fund Referendum, the United Master Executive Council directs the United Master Executive Council President to implement the policies necessary to support the administration of benefits provided by the Strike Fund and update the United Master Executive Council Rules of Policy and Procedure to reflect these actions in a new Section entitled Strike Fund, until such time a new Collective Bargaining Agreement is ratified.

Funds may only be used in the event of a properly authorized Strike shall the “United Master Executive Council Whatever it Takes! Strike Fund” be available to assist eligible Members experiencing an economic hardship brought on by management’s failure to reach a new Collective Bargaining Agreement and a resulting Strike.

In the event of an actual Strike is called for by the United Master Executive Council, an ad hoc “Strike Fund Committee” shall be established for each Local Council and administer applications for assistance from the Strike Fund on a case-by-case basis. This Strike Fund Committee shall be comprised of the Local Council President/designee, the United Master Executive Council Secretary Treasurer and the International Secretary Treasurer.

Eligibility Requirements

The Strike Fund Committee will consider many factors in determining who will obtain assistance. Members who meet all of the following criteria will be eligible to apply for Strike Fund assistance:

  • Engaged in a duly authorized Strike
  • Active Member in Good Standing
  • Being available for and performing duties as assigned by the Local Executive Council pertaining to support of the action to resolve the dispute
  • Not flying for United or another carrier engaged in a dispute with AFA-CWA
  • Not engaging in any action or deed which might adversely affect the successful outcome of the dispute

Once a Member's eligibility has been certified by the ad hoc “Strike Fund Committee:”

  • “Strike Fund” benefits shall accrue immediately upon a work stoppage
  • Benefits shall be paid monthly by action of the ad hoc “Strike Fund Committee”

Strike Fund Benefits
Immediately upon a work stoppage benefits shall be paid at seventy-five (75) percent of one hundred (100) hours at the International rate of pay at the time of the Strike for that individual (see addendum). Such benefit shall be prorated to a daily rate if necessary.

BE IT FINALLY RESOLVED, the United Master Executive Council directs the United Master Executive Council President to utilize all forms of communications to advise and educate AFA Members of the United Master Executive Council’s decision to move forward with a Strike Fund ballot of the AFA Membership.
