Travel Irregularities Associated with Travel To/From Continuing Qualification Training (CQ)

When traveling to or from Continuing Qualification Training (CQ), irregularities in travel sometimes occur. These are the procedures you should follow if you find yourself in a situation where your travel or duty time impacts your training. In every instance, the company has an obligation to ensure the minimum days off provisions of our Contract are met unless otherwise waived by the Individual Flight Attendant.

Recommended Flight to Training Assignment Delayed or Cancelled

In a circumstance where a Flight Attendant(s) are required to travel to attend CQ and the recommended flight to CQ is cancelled or delayed such that attendees will be unable to arrive in time for the start of class, the following procedures will be used for the rescheduling of CQ.

  1. Flight Attendant(s) are to contact the Flight Attendant Support Team (FAST), Training Scheduling, option 4/2, to advise of the cancellation and reschedule training. It is the company's desire that this rescheduling be accomplished at the time of the initial call but recognizes there may be circumstances that prevent rescheduling at that time. Under these circumstances, rescheduling may be delayed by a maximum of 24 hours. Flight Attendants should not modify their lines of flying until such rescheduling occurs. Our discussion around the need for the 24 hour period centered on needing to make arrangements for personal issues such as child care, appointments with health care providers, etc. Based on that understanding, we would expect that Flight Attendants returning to International locations would be provided a period of time to review these considerations based on their actual return to their home domicile.
  2. Every effort will be made to reschedule the Flight Attendant on a subsequent date within the same schedule month to ensure the Flight Attendant retains her/his qualifications.

    1. Reserves will be rescheduled on alternate day(s) of availability.
    2. Lineholders will be rescheduled on an alternate day(s) off during the remaining part of the month. If necessary to accomplish such scheduling based on training date availability or minimum day off requirements, a Flight Attendant will be removed from a scheduled flight assignment in the remaining part of the schedule month with pay. Once a delay or cancellation is known, Flight Attendants should not modify their lines of flying until such rescheduling has been accomplished.

Recommended Flight from Training Cancelled

In a circumstance where a Flight Attendant(s) are required to travel to attend CQ and the recommended flight from training is cancelled, the following procedures will be used to update the training duty period, secure overnight accommodations, if necessary, and accomplish any necessary flight assignment rescheduling:

  1. Flight Attendants should first attempt to reschedule transportation to their home domicile on the next available flight for which she/he is legal. Transportation to their home domicile (or co-terminal from which she/he departed) should be rescheduled on the same day immediately following training, if available. If not available on the same day, travel should be rescheduled immediately following a legal rest. If flight availability prevents the Flight Attendant from rescheduling, it will be necessary to advise the FAST Call Center representative.
  2. Contact the FAST, Training Scheduling (option 4/2).  The Crew Desk (OPB) will confirm the cancellation of the flight and will, if required due to lack of flight availability, take the necessary action to confirm reservations for the affected Flight Attendant on one of the first flights following a legal rest.
  3. Call Center representative will update the training roster to reflect the projected arrival time of the rescheduled flight and will arrange for accommodations, if necessary.
  4. The update to the roster will trigger a notice to OPB of any legality problem with the next flight assignment. Any ID will be pay protected (GUAR) and removed from the Flight Attendant's line of flying, if applicable.
  5. On arrival at their home domicile, the Flight Attendant should once again contact FAST to ensure the roster is updated to reflect the actual arrival time to update the duty period for actual legality and expense reimbursement purposes.
  6. Flight Attendant should contact OPB for rescheduling under Section 8.J. of the Contract following a legal rest as required by Sections 7.J, 12.M. and 15.J.2 and 15.J.3.

Recommended Flight from Training Delayed – Not legal for next flight assignment

When returning from training, should a Flight Attendant become involved in the irregular operation of the recommended flight such that she/he is not legal for the next flight assignment, the Flight Attendant(s) should contact the FAST to advise of the irregularity.

The following actions will result:

  1. The Call Center representative will contact OPB to verify the flight is delayed.
  2. Once the delay is confirmed, the CQ training roster will be updated to reflect the projected arrival time (end of the training duty period).
  3. The update to the training roster will trigger a notice via the Crew Management System (CMS) to OPB of the illegality with the next flight assignment.  Any ID will be pay protected (GUAR) and removed from the Flight Attendant's line of flying.
  4. On arrival at the home domicile, the Flight Attendant should once again contact the FAST to ensure the roster is updated to reflect the actual arrival time to update the duty period for actual legality and expense reimbursement purposes.
  5. Once that is accomplished, the Flight Attendant should contact OPB for rescheduling, following a legal rest, under Section 8.J. of the Contract as required by Sections 7.J, 12.M. and 15.J.2 and 15.J.3.

Recommended Flight from Training Delayed/Cancelled – Over Duty Time Maximum

We discussed those unique circumstances when returning from training where, as the result of the delayed/cancelled operation of the recommended flight, an individual Flight Attendant may exercise her/his Contractual right to waive the duty time maximum to travel home immediately following training. Under such a circumstance the Flight Attendant should contact the FAST to advise of the irregularity and/or the rescheduled flight to the home domicile. The following steps will occur:

  1. If flight rescheduling is required due to a cancellation or delay, the Flight Attendant should attempt this rescheduling. Should flight availability prevent such rescheduling, advise the FAST.
  2. Contact the FAST, Training Scheduling (option 4/2). OPB will confirm the projected arrival of the recommended or rescheduled flight. Should flight availability prevent a Flight Attendant from rescheduling her/his flight to the home domicile, OPB will take the necessary action to confirm reservations to the home domicile.
  3. Call Center representatives will update the training roster to reflect the projected arrival time of the delayed or rescheduled flight.
  4. This update to the training roster will trigger any notice to OPB of any legality problem.
  5. On arrival at the home domicile, the Flight Attendant should once again contact FAST to ensure the roster is updated to reflect the actual arrival time of the flight in order to update the training duty period for actual legality and expense reimbursement purposes.
  6. Flight Attendant should contact OPB for any necessary rescheduling, following a legal rest, under Section 8.J. of the Contract  as required by Sections 7.J, 12.M. and 15.J.2 and 15.J.3.

Recommended Flight from Training Delayed – Infringement on F.A.R Legal Rest Requirement between Training and next Scheduled Flight Assignment

We discussed those circumstances where the delayed operation of the recommended flight may result in the infringement on the minimum legal rest requirement period required by Federal Air Regulations between training and the next flight assignment.

Flight Attendants and Onboard Scheduling are mutually responsible for compliance with all Federal Regulations. For their part, Flight Attendants will be instructed in the monthly Bid Package Cover Letter of the need to advise training scheduling (FAST) of her/his actual arrival from training if it is later than scheduled arrival in order to update the training roster for both legality and expense reimbursement purposes. As we understand it, on a going forward basis, the monthly Bid Package Cover Letters will contain the following advisement to Flight Attendants:

If the recommended flight returning to the domicile after training arrives later than the scheduled arrival, you are required to call FLT-LINE Opt 4/2 on arrival to have the release time in the roster updated with the actual arrival time.
